Yes. Apiker keeps every piece of state — accounts, counters, logs, analytics — in Durable Objects, and Durable Objects are only available on Cloudflare's paid Workers plan.
There is no fallback storage mode. A bare route that only returns a response will run anywhere, but the moment you call state() you need the binding, and the binding needs the plan.
You can still develop for free. wrangler dev runs Durable Objects locally, so you only need the plan when you deploy.
